Seriously, when it comes to Windows, less is better. Shrink it to the minimal size and then remove all drivers. Disable everything you can so it doesn't 'rot' so much. The best thing to do is use a different shell than Explorer. Also remove IE, media player and other MS shitware.

Don't include illegal software, only the good stuff. VLC, open office, infra recorder, firefox, skype (debatable) and pidgin. Get a GOOD registry and disk defragmenter. Don't use antivirus and other crapware. Disable all Windows network services or get a Linux or BSD hardware firewall and configure it properly.
DON'T USE THE ADMINISTRATOR ACCOUNT
Lock down everything you can - using software virtualisation suite like Symantec SVS is a good idea if you're dealing with shady stuff.

STAY AWAY FROM THE ILLEGAL SHITWARE

Best software is that which doesn't have an installer and doesn't use the registry.

Remove all themes. They slow things down.

Patch your system for maximal speed.

Then it boots in 5-10 seconds on a 7 year old system, runs faster than anything else on the market, doesn't get viruses unless you install them yourself, there's no bitrot and slowdowns.
